Pando inauguró sala de monitoreo para fortalecer la conservación de su Amazonía

Cobija, mayo de 2025.- En un momento histórico para la gestión ambiental del sudoeste amazónico boliviano, la Secretaría de Madre Tierra del Gobierno Autónomo Departamental de Pando con el apoyo de WWF-Bolivia inauguró oficialmente su nueva sala de monitoreo, un espacio estratégico destinado a reforzar el cuidado de los bosques, la biodiversidad y los recursos naturales del departamento. 
 

“La apertura de esta sala marca el resultado de trabajo y planificación conjunta entre autoridades locales, actores institucionales y aliados estratégicos. No se trata de un esfuerzo reciente, sino de un proyecto gestado a lo largo de varias gestiones, bajo la convicción de que conservar requiere conocer, y que proteger la Amazonía implica contar con herramientas modernas y eficientes para tomar decisiones oportunas” expresó Homali Margoth Flores Bautista, Secretaría departamental de Gestión Integral de la Secretaría de Madre Tierra del Gobierno Autónomo Departamental de Pando. 
 

El espacio cuenta con equipamiento tecnológico necesario y ha sido diseñado para el seguimiento de indicadores ambientales, la vigilancia de la biodiversidad y la atención de emergencias relacionadas con los mandatos y responsabilidades que asume la Secretaría de la Madre Tierra. La infraestructura incluye dos salas técnicas, una sala de reuniones, ambientes administrativos y un área externa especialmente acondicionada para la atención temporal de animales silvestres, en cumplimiento de las normativas vigentes. 
 

“La sala no solo permitirá mejorar el monitoreo ambiental, sino también sistematizar la información relevante para toma de decisiones generada por los diferentes programas de la Secretaría (ambiental y productivo), así como por otras plataformas técnicas específicas que generen información relacionada al departamento Pando, como deforestación, gestión de riesgos, manejo efectivo de áreas protegidas y espacios de conservación, recursos naturales estratégicos, así como el registro de la atención a la fauna silvestre”, explicó Homali. 
 

También destacó la importancia de esta sala en el proceso de actualización del Plan de Uso del Suelo (PLUS Pando), actualmente en desarrollo. Esta sala también contará con las herramientas necesarias para realizar el monitoreo del cumplimiento del PLUS a partir de su actualización y aprobación. 
 

“Hoy nos llena de orgullo reinaugurar este espacio completamente renovado y equipado, gracias al valioso apoyo de WWF. No solo se trata de infraestructura, sino de herramientas concretas para fortalecer el monitoreo de nuestra Amazonía pandina. Este esfuerzo se complementa con el respaldo profesional que nos han brindado, además de la mejora de condiciones de trabajo para que nuestros profesionales que permitan mejorar nuestro compromiso de servicio con la población en general. Este logro beneficiará directamente a nuestras comunidades campesinas, indígenas y sectores productivos. En un contexto de crisis climática, con inundaciones, sequías e incendios forestales cada vez más frecuentes, contar con espacios adecuados, equipamiento y personal capacitado es clave. Desde esta sala de monitoreo, podremos dar respuestas más eficientes y proteger lo que más valoramos: nuestros bosques, nuestra Amazonía y los frutos amazónicos, que son nuestra mayor riqueza” señaló Regis Germán Richter Alencar, Gobernador de Pando. 
 

“Tener la oportunidad de acompañar a la Gobernación de Pando a dar un paso importante para la conservación y el monitoreo de su territorio, es realmente gratificante. Sin duda es un esfuerzo conjunto de trabajo colaborativo que permite ratificar nuestro compromiso institucional de largo plazo por la Amazonía y por Pando. Nuestra búsqueda de estas alianzas con instituciones y organizaciones locales son clave para consolidar capacidades en el territorio que son parte del compromiso institucional que tiene WWF”, puntualizó Sergio Criales, Director País de WWF-Bolivia. 
 

Esta sala de monitoreo se convierte en una plataforma estratégica para fortalecer las capacidades del equipo técnico que opera en campo y en oficina, asegurando que la información ambiental del departamento sea precisa, accesible y útil.  
 

En este esfuerzo, WWF-Bolivia reafirma su compromiso de seguir trabajando por una Amazonía viva, impulsando procesos de monitoreo, gobernanza ambiental y fortalecimiento institucional en alianza con actores locales y regionales, con el objetivo de conservar la riqueza natural y cultural del departamento de Pando. Paralelamente, estos esfuerzos están orientados a fortalecer las capacidades locales para impulsar una gestión efectiva de las Áreas Protegidas subnacionales y otras Medidas de Conservación basadas en Áreas (OMEC), en el marco del Sistema Plurinacional de Áreas Protegidas y Ecosistemas Estratégicos (SPAP Ecos), en concordancia con las competencias departamentales. 
 

“Hoy cumplimos un importante compromiso con el Departamento Pando, como parte de nuestro rol institucional WWF fortalece actores locales e institucionales en el territorio con el propósito que estén mejor preparados para manejar, conservar y proteger lo que tenemos, hoy damos un gran paso contribuyendo a solucionar algo estructural que permitirá a la Secretaría mejorar sus condiciones operativas para desarrollar sus actividades de cuidado de la Madre Tierra, nuestro compromiso con el departamento y la Amazonía se mantiene firme. Avanzaremos en conjunto con la Gobernación en una siguiente etapa para el desarrollo del Sistema de Monitoreo que permita disponer a la Gobernación de la información relevante para la toma de decisiones” mencionó Victor Garcia Coordinador de WWF en Pando. 
 

Esta inauguración representa mucho más que una obra física. Es un símbolo del compromiso que tiene WWF-Bolivia en Pando con su territorio, su gente y el futuro de la Amazonía. En palabras de la Secretaría, “cuando hablamos de conservar, debemos primero conocer. Solo así lograremos proteger las grandes potencialidades que abarca nuestra región amazónica”.

Cobija, May 2025.- In a historic moment for the environmental management of the southwestern Bolivian Amazon, the Secretariat of Mother Earth of the Departmental Autonomous Government of Pando, with the support of WWF-Bolivia, officially inaugurated its new monitoring center, a strategic space designed to strengthen the care of forests, biodiversity and natural resources in the department.

"The opening of this room marks the result of joint work and planning between local authorities, institutional actors and strategic allies. This is not a recent effort, but a project developed over several administrations, under the conviction that conservation requires knowledge, and that protecting the Amazon means having modern and efficient tools to make timely decisions," said Homali Margoth Flores Bautista, Departmental Secretary of Integral Management of the Secretariat of Mother Earth of the Departmental Autonomous Government of Pando.

The center has the necessary technological equipment and has been designed for monitoring environmental indicators, biodiversity surveillance and emergency response related to the mandates and responsibilities assumed by the Secretariat of Mother Earth. The infrastructure includes two technical rooms, a meeting room, administrative environments and an external area specially conditioned for the temporary care of wild animals, in compliance with current regulations.

“The center will not only improve environmental monitoring, but also systematize relevant information for decision making generated by the different programs of the Secretariat (environmental and productive), as well as other specific technical platforms that generate information related to the department of Pando, such as deforestation, risk management, effective management of protected areas and conservation areas, strategic natural resources, as well as the registration of wildlife care,” Homali explained.

She also highlighted the importance of this center in the process of updating the Land Use Plan (PLUS Pando), currently under development. This center will also have the necessary tools to monitor compliance with the PLUS as of its update and approval.

"Today we are proud to reopen this completely renovated and equipped space, thanks to the valuable support of WWF. It is not only about infrastructure, but also about concrete tools to strengthen the monitoring of our Amazon region. This effort is complemented by the professional support they have given us, in addition to the improvement of working conditions for our professionals that allow us to improve our service commitment to the general population. This achievement will directly benefit our rural and indigenous communities and productive sectors. In a context of climate crisis, with floods, droughts and forest fires becoming more frequent, having adequate spaces, equipment and trained personnel is key. From this monitoring room, we will be able to provide more efficient responses and protect what we value most: our forests, our Amazon and Amazonian fruits, which are our greatest wealth," said Regis Germán Richter Alencar, Governor of Pando.

"Having the opportunity to accompany the Governorate of Pando in taking an important step towards the conservation and monitoring of its territory is truly gratifying. It is undoubtedly a joint effort of collaborative work that allows us to ratify our long-term institutional commitment to the Amazon and to Pando. Our search for these alliances with local institutions and organizations is key to consolidate capacities in the territory that are part of WWF's institutional commitment," said Sergio Criales, Country Director of WWF-Bolivia.

This monitoring center becomes a strategic platform to strengthen the capacities of the technical team that operates in the field and in the office, ensuring that the department's environmental information is accurate, accessible and useful. 

In this effort, WWF-Bolivia reaffirms its commitment to continue working for a living Amazon, promoting monitoring processes, environmental governance and institutional strengthening in partnership with local and regional stakeholders, with the aim of conserving the natural and cultural wealth of the department of Pando. In parallel, these efforts are aimed at strengthening local capacities to promote effective management of subnational Protected Areas and other Area-based Conservation Measures (OMEC), within the framework of the Plurinational System of Protected Areas and Strategic Ecosystems (SPAP Ecos), in accordance with departmental competencies.

"Today we fulfill an important commitment with the Pando Department, as part of our institutional role WWF strengthens local and institutional actors in the territory with the purpose that they are better prepared to manage, conserve and protect what we have, today we take a big step contributing to solve something structural that will allow the Secretariat to improve its operational conditions to develop its activities to care for Mother Earth, our commitment to the department and the Amazon remains firm. We will move forward together with the Government in a next stage for the development of the Monitoring System that will allow the Government to have the relevant information for decision making," said Victor Garcia, WWF Coordinator in Pando.

This inauguration represents much more than a physical work. It is a symbol of WWF-Bolivia's commitment in Pando to its territory, its people and the future of the Amazon. In the words of the Secretariat, "when we talk about conservation, we must first know. Only in this way will we be able to protect the great potential of our Amazon region".
